  • Secondary Education Sector Development Program (MoES/ADB) Sep 12 – Aug 18

The proposed Secondary Education Sector Development Program (SESDP) is a sector development program (SDP), consisting of (i) a program loan; and (ii) a project grant. The program loan would support key policy reform actions focused on strengthening the secondary education subsector (SES) — which consists of lower secondary and upper secondary education (LSE and USE) — throughout the Lao People's Democratic Republic (Lao PDR). SESDP aims to further improve the Secondary Education Sector (SES). Specifically, SESDP's project component will complement the policy program under all output areas (aligned closely with ESDF's pillars), promoting key thrusts such as (i) improving access by building classrooms in remote areas, providing stipends to disadvantaged students, and building dormitories for girls and ethnic groups; (ii) enhancing quality by assisting MOES in rolling out the reformed SES curriculum; improving teacher training, recruitment, and deployment; and improving performance monitoring and evaluation (M&E); and (iii) strengthening SES management by refining and operationalizing SES strategies, expanding subsector resources, and building planning capacity and other human and institutional capacities at various levels.o PDR, focusing on certificate and diploma programs. Quality improvements include developing skill standards, improving curricula and training teachers in 4 priority skill areas: (i) construction and building trades, (ii) mechanical and machinery maintenance and repair, (iii) furniture-making, and (iv) basic business.   • Strengthening Technical and Vocational Education and Training (MoES/ADB) Sep 11 – Aug 15

The project seeks to improve both the quality of, and access to, formal TVET in Lao PDR, focusing on certificate and diploma programs. Quality improvements include developing skill standards, improving curricula and training teachers in 4 priority skill areas: (i) construction and building trades, (ii) mechanical and machinery maintenance and repair, (iii) furniture-making, and (iv) basic business. Access and equity will be enhanced through the introduction of a voucher assistance training scheme and construction of dormitories. A key project focus is on increasing private involvement in TVET and achieving greater alignment between TVET and labor market needs.

  • Design and Implement a Lao PDR Trade Portal (WB/MoIC) Jul 2011 – Jan 2013

The objective of the assignment is to design and implement a Lao PDR Trade Portal which will aggregate and integrate all of the trade related information, including that available on individual ministries and agency websites, in an easily accessible manner, with a view toward simplifying and harmonizing non-customs trade facilitation procedures.

  • PPTA Strengthening Higher Education Project (ADB) Jan 2009 – July 2009

The overall purpose of the Project Preparatory Technical Assistance is to assist the government to prepare a focused investment project suitable for ADB grant financing that will improve the access, quality relevance and management of Higher Education in Lao PDR. The intended impact of the PPTA and the ensuing project is to strengthen the HE system, enabling it to increase the number of undergraduate students, raise the quality of teaching staff, improve management systems and establish a quality assurance system.
